Higher Education Emergency Relief Fund (HEERF) Reporting

Santa Barbara City College(SBCC) has been granted approximately $40.5 million in HEERF
funding through Higher Education Emergency Relief Fund (HEERF) I grants under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), HEERF II grants under the 2021 Coronavirus Response and Relief Supplemental Appropriations
Act (CRRSAA, Section 314 of the Consolidated Appropriations Act, 2021), and HEERF III grants under the American Rescue Plan Act of 2021 (ARP). The funds consisted of both institutional ($24.1 million) and student portions ($
16.4 million). As a requirement of using these funds, SBCC must provide a quarterly
report that documents its expenditures of institutional and student portions of these
funds. Please click on the link below to access this report.

Santa Barbara City College(SBCC) has been granted appoximately $40.5 million in HEERF

- Students must have submitted an application and been actively enrolled in classes.
- All applications were carefully considered and all students who met minimum qualifications
were awarded emergency grants from these funds.

HEERF Reporting Emergency Financial Institutional Grants requires quarterly reporting
on how SBCC utilized the institutional portion of HEERF I, II and III monies. Please

Quarterly Report and Disclosure
2168 students received a fall 2021 Federal HEERF/CARES Emergency Grant ranging from $500 to $3,000. All recipients have been notified via email. The total amount disbursed was $4,346,163.
To be eligible for these funds:
- You must have been currently enrolled at SBCC in a minimum of 6 units (or in the SEL program)
- All applications were carefully considered and all students who met minimum qualifications
were awarded emergency grants from these funds.

Quarterly Report and Disclosure
140 students received a summer 2021 Federal HEERF/CARES Emergency Grant ranging from $500 to $3,000. All recipients have been notified via email. The total amount disbursed was $282,832.
Awarding for Summer HEERF/CARES Emergency Grants was wrapped into the application for several emergency funds, including the California Disaster Relief Fund, the California Emergency Assistance Grant to Low Income Students and Federal Supplemental Educational Opportunity Grant (FSEOG) funds that we used as emergency relief.
The total amount of summer emergency relief from all these sources (including HEERF/CARES) was approximately $1.5 million to over 950 students.

Quarterly Report and Disclosure
2560 students received a Spring 2021 Federal HEERF/CARES Emergency Grant ranging from $500 to $1,200. All recipients have been notified via email. The total amount disbursed was $2,775,100.
- You must have applied for this grant to be eligible (see notification regarding application by scrolling below).
- You must be a currently enrolled SBCC student to receive this grant.
- All applications were carefully considered and all students who met minimum qualifications were awarded this emergency grant from the federal government.
Students can see their award by reviewing your 20-21 financial aid award letter in your SBCC campus account. Students awarded this money will received their disbursement via direct deposit (if they signed up for this option) or by the US Postal Service beginning Friday, March 12 (note this is the day went in the mail, so please allow time for USPS to deliver the check).

The federal government has passed a second HEERF stimulus bill that includes additional emergency grants for students. SBCC expects to receive this money (approximately $2.8 million) in late February. In the interim, the CARES Committee will develop an application for students (similar to the one used in the last 2 rounds of funding) and send announcements regarding due dates via SBCC campus accounts and social media.

Quarterly Report and Disclosure
Santa Barbara City College acknowledges it signed and returned to the U.S. Department of Education the Certification and Agreement on April 17, 2020, and gives the assurance that SBCC has used all money of the funds drawn-down to date under section 18004(a)(1) of the CARES Act to provide Emergency Grants to students.
- The total amount of funds SBCC awarded was $2,883,174 from the U.S. Department of Education.
- A supplemental amount of CARES Emergency Financial Aid Grants in the amount of $387,524 was awarded in recognition of its status as a Minority Serving Institution (MSI).
- The First Round of awarding is described below.
- A second round of awarding was made after the California Community College Chancellor's Office successfully challenged the US Department of Education's interpretation of an eligible student. Using the original 2500 applications, an approximately 600 additional students received $1,000 CARES Emergency Grants using the following criteria: A degree-seeking student (i.e. Associate, Certificate or Transfer, hybrid or face-to-face program) and enrolled at least half-time (6+ units).
- The total number of student grants disbursed to date is $2,000,000.
- A new CARES Application closed on Friday, October 23, 2020. Applicants will be selected and funds released by mid-November 2020.
- There is approximately $1,200,000 remaining to be awarded.
- The instructions, directions, or guidance provided by SBCC to all students concerning the CARES Act Emergency Grants was sent via College email, published on the College website, and announced on the SBCC Campus Portal as well as social media. Copies of correspondence (available in English and Spanish) is available on the SBCC Public Information website.

Emergency Financial Aid Grants to Students -

30-Day Report and Disclosure
Santa Barbara City College acknowledges it signed and returned to the U.S. Department of Education the Certification and Agreement on April 17, 2020, and gives the assurance that SBCC has used all money of the funds drawn-down to date under section 18004(a)(1) of the CARES Act to provide Emergency Grants to students.
- The total amount of funds SBCC was awarded was $2,883,174 from the U.S. Department of Education.
- The total amount of Emergency Financial Aid Grants distributed to students under section 18004(a)(1) of the CARES Act as of June 12, 2020, is $1,979,500.
- SBCC created an application (in English and Spanish) to determine eligibility for these emergency funds. Just over 2500 students applied for the funds. All applicants who met eligibility requirements to participate in programs under section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under section 18004(a)(1) of the Cares Act was approximately 1,400.
- These 1,400 students received a CARES Emergency Grant of $1,000 each on 5/15/2020.
- The methods used to determine which students received CARES Act Emergency Grants were
as follows -
- A degree-seeking student (i.e. Associate, Certificate or Transfer, hybrid or face-to-face program).
- Eligible for funding under Title IV of the Higher Education Act of 1965, as amended.
- Maximum total award per student is $1,000 (based on estimate of one month's living expenses).
- Enrolled at least half-time (6+ units).
- While there was prioritization built into the application, none was needed due to the size of the applicant pool.
- The instructions, directions, or guidance provided by SBCC to all students concerning the CARES Act Emergency Grants was sent via College email, published on the College website, and was announced on the SBCC Campus Portal as well as social media. Copies of correspondence (available in English and Spanish) is available on the SBCC Public Information website.
- Remaining CARES Act Emergency Grants will be made available in Fall 2020. No further action will take place during summer enrollment.
