Information (Announcements, Communications)

 

 

 

2.1  Trustees Meeting:  John Romo has agreed that an informal reception would be a good way for the Academic Senate and the Board of Trustees to mingle for our first meeting however a date has not been formally set.  We have proposed May 5, currently scheduled for a Steering Committee meeting, as the date for such a meeting.  A decision should be finalized by the time of our next meeting.

 

2.2  Internet Cheating:  Article from the Christian Science Monitor. (handout)

The article details how pervasive plagiarism is and how to fight it with a variety of techniques including new technology available. The Senate within the "Core Issues" is addressing the problem of cheating in the classroom and this article may be of some significance.

 

2.3  Violence in Isla Vista:  Walter Yuen, Chair of the UCSB Academic Senate, spoke to the issue of violence in Isla Vista. On March 9, 2004 SBCC's Senate President attended a  "workgroup" at UCSB and was very impressed with the students and faculty who are trying to figure out what is going on in Isla Vista. SBCC alone has over 2000 students that live in Isla Vista.  Peter Haslund noted that if students cannot study in peace and be free from fear of violence it becomes an academic issue since students cannot be expected to be able to study in such an environment.

 

Walter Yuen proceeded with his report on what measures are being taken to create awareness and reduce violence in the Isla Vista community.

 

Although the Academic Senate is charged with Academic programs our academic students are at risk and that necessitated action. The "workgroup" was formed to:

4     change/influence the culture of Isla Vista.

4     get students involved ­ educate them on the issues

4     to be proactive ­ what can be done

4     promote alternative culture based events in community at reasonable costs and bring back the more responsible adults in the area

4     address the living environment

4     promote a web based interactive environment for students to find housing, etc.

4     sponsor some forums on violence in Isla Vista

 

Concern: about the increased use and abuse and availability of alcohol.

 

UCSB is working very intensely with the area head of the Alcohol and Beverage Control and the entire ABC.

4     One of the issues is the beer keg registration ­ to make the I.D. tags better and more traceable.

4     To contest every renewal/ transference and issue of any alcoholic beverage license in Isla Vista

4     investigate the number of oversized and possibly illegal signs selling liquor

4     Proposed "No Parking" on campus from 12 A.M. to 5 A.M., Saturday and Sunday.

 

Foot Patrol data is received each week and reviewed.

4     More than 50% of the citations are issued to non students and non residents of Isla Vista.

4     Sending citation reports to parents seems to be working. The number of second offenses has been significantly reduced.

 

Concern: where are the landlords and property owners in all of this?

 

A meeting was arranged with property representatives and owners.

4     one of our meetings was touring the living accommodations ­ from the worst to the best available.

4     create website where students can communicate complaints and conditions to have some influence in the marketplace on deteriorating property

4     working with the county to allow improvement of substandard property

 

Walter Yuen invited everyone at SBCC, faculty and students, to participate in coming up with solutions.

 

2.4   Student Learning Outcomes:  Please read the Bill Scroggins article provided by Jack Friedlander in preparation for his presentation on the subject at our next meeting.

 

2.5  Deansı Council Initiative:  Keith McLellan.

Dean McLellan reported on a proposal for the creation of a mandatory 1-unit College Prep course.

 

Years ago SBCC went through a major process regarding student success and was the initiator of required assessments for English and math when many colleges did not. Another major shift is underway. The Problem:

4     30% of students have undeclared majors

4     80% show behaviors and patterns that they have not made a real decision even if a major is declared

4     students change major 5 to 6 times

 

In the past this exploration process may have been okay. More CSUs and UCs are requiring students to apply with a specified major and do preparatory requirements before being accepted.  This may be so in two years however at this time UCSB is not doing this. The reason this is happening is that there are more eligible students applying than there are seats available. The undeclared student will be the exception rather than the norm at a four-year school. There is also talk about putting a cap on the number of units a student can have before out of state type fees are charged. Some already have that in place.

 

For the student, community college is still an appropriate place to explore. However students are not going through a structured process that would lead them to make a meaningful decision about a major and school they would like to attend. Students will feel the pressure to make decisions earlier. The selection of the major is not the problem but the process that the student is engaged in to make that choice is what is needed at a much earlier time in the process.

 

New regulations - the GPA requirement is going up and when English and math requirements are to be completed.

The proposal: extend the orientation with a six week ­ 1 unit class focusing on goal setting / decision making activity as a requirement for certain students with specific academic planning earlier on. Some students would be able to test out. Options for delivery: online, traditional course, combination course and experiential learning, department-based activities (nursing program).

 

It is estimated that up to 3000 students per year could benefit from such a one-unit class, and that counselors would be the primary teachers with faculty from academic disciplines serving as consultants.  As of this time, no course outline has been developed, and Keith emphasized that suggestions would be welcomed.

 

There are models in place such as the extremely successful PD 140 required for athletes. Local High Schools have the successful PD 191 as an option and helps a student define a plan prior to attending higher education.

 

New limits are affecting ESL students and present a challenge. Based on what is known they could be severely penalized based on the 60 or 120 unit maximum. Up to now a student could transfer 70 units--the average CC student takes between 81 and 89 transferable units. There is talk about reducing that to 60 units. Do overages disqualify students for transfer? For some majors at Berkeley, yes and also the UCs four-year units if combined with CCs.

 

2.6  It was announced that on Friday, March 12 at 2 P.M., a memorial for Brad Jones is going to be held in the Jurkowitz Theatre.

 

2.7  An announcement was made that the Honors Director, Melanie Eckford-Prossor is planning a student conference for Friday, April 23. The theme is "Terrorism: Violence, Exclusion and History of Ideas." Faculty should let their students know about the request for any type of work for extra credit: a paper, websites, art, or video focusing on the conference theme due April 9.

 

2.8  The Art Department and the School of Modern Languages also had an announcement that they are co-hosting Chinese artist Hung Liu, Friday, March 19 from 1-2 P.M. in H111.

 

2.9  On March 24, the Ambassador from Denmark to the U.S. will be a guest speaker in the Global Studies course. It was announced that all are invited and welcome to attend the lecture at 12:30 P.M. in A-211.

 

2.10 The past Academic Senate President announced that it is recruitment season for Academic Senate President and would like to encourage all full-time faculty to consider running for President. There are 10 TLUs available per semester.

3.1  Web Standards Policy:  Laurie Vasquez.

BP 3730 Web Standards Policy was brought to the Senate for review and approval.

There was a concern that the policy may need to be put into District Policy language, but we were assured that the current format, as attached, had been reviewed and approved by HRLA.

3.3  Section VI of Core Issues:  (pg 12)

Due to time constraints the scheduled discussion about Senate Function and Structure was postponed until our next meeting.

 

 

4.0

Action

 

 

 

4.1  Smoking Policy:  w/handouts

Jan Koegler, from the County Health Tobacco Prevention Settlement Program and Jennifer Baker, from SBCC's Health and Wellness Department, presented statistics and information regarding the three concepts below.

 

There are three options available in order to be in conformity and compliance with State Law:

a.  Ban smoking on campus

b.  Post signs at all building openings

c.  Establish designated areas for smoking

 

What are the enforcement issues, how much money will this cost, how much signage is needed are topics that were addressed.

 

Statistics: SBCC has a low 9% for daily on campus smokerıs vs general population in California at 17%.  SB County is at 16%. The only growing group of smokers: 18-24 year olds.

 

Some campuses have chosen to allow smoking in parking lots (but problem can be reduced with designated areas, less resources needed for clean-up) some have chosen a smoke free campus. Signage would be needed at all building openings regarding the designated 20 ft. law with no provision needed during inclement weather.

 

If the campus chooses to establish designated areas for smoking, the County Health Tobacco Prevention Settlement Program will provide for some funding for signage and education for the first year.

 

The primary enforcement vehicle will be education, peer pressure and compliance.

 

Student Senate President: Students were against designated areas and had concerns about enforcement. Students felt educating the smoker about courtesy and littering was important.

 

Tom Mahoney expressed concern that if we are charged with the health and safety of our campus population and only have education as a means of enforcement we may be leaving ourselves open for a liability issue.  There was also the opinion that if we donıt enforce rules it creates a disregard for all rules.

 

The new mandated signage requirements were requested. The distinction between posting signs at all entrances/exits vs designated smoking areas and what signage would or would not be required in each case was also not clear.

 

The proposed Smoking Policy language found on page 29 of the 3/10/04 Agenda will return for review/approval with the VP of Business Services addressing any questions from the Senators.

Reports

 

 

 

5.1  President's Report

 

5.1.1  Religious Sensitivity:  Letters in The Independent.

The intent of the response to the letter was to focus on the distinction between an article of faith, which requires no evidence and an academic environment where we ask students, in terms of critical thinking, to provide evidence to support their point of view. It is not to detract from a religious belief. They are just two different things.

 

There is a need to be supportive of students who are of faith and try to clarify the distinction in a caring fashion without compromising the integrity of an academic institution.

 

5.1.2  Appointment of a Constitution/Bylaws Review Committee:

Gary Carroll, Jim Chesher, Tom Garey.  The committee was appointed at the last Steering Committee and they are to examine the desirability of trimming the term of the Senate President-Elect and Immediate Past President to one semester each allowing any remaining TLUs to be redistributed. They may also review other related aspects of our governing documents for recommended changes.

 

The first meeting will be tomorrow March 11 at 12:30 P.M. and held in IDC 313. All are welcome. Any recommendations will be brought to the next Senate meeting.

 

5.1.3  Senate Schedule

There is a conflict March 24--Senate Meeting and The Faculty Lecture and reception overlap. Either cancel the Senate meeting or start the meeting at 4 p.m.-5:30 P.M.  There is also a possibility of Scheduling another Senate meeting in lieu of Steering. Senators to be notified by email as soon as possible.

 

5.1.4.  State Academic Senate Request

Re: two letters were distributed

 

One of the letters asks to appoint a liaison to Hanna Beth Jackson on behalf of the Academic Senate of the State of California. Requirements: someone who knows Hanna Beth well and agreeable to represent Kate Clark, President of the State Academic Senate. Please share this information with those you feel may be qualified and forward the information to Peter Haslund.

 

The other: A letter from Wanda Morris, Equity and Diversity Action Committee Chair, to be addressed at a subsequent meeting.
